Are officers from a given tier required to unlock the next tier; or, if the required resources are available, can an officer from a higher tier be called in without first calling in the officer of a lower tier?

Lieutenant (T1) and Captain (T2) can be unlocked right from the beginning if you have to ressources. But you need atleast one of them to unlock the Major (T3).
Lieutenant/Captain -> Major

Major requires lieutenant or captain. That's the only restriction.
