why the game designers and developers or who ever decides these things cant make soviet and the new Oberkommando West cant build bunkers ? to level the factions ? more balanced ? i dont get it

OKW can make stuff much better than a bunker, and bunker is doctrinal.
Soviet is least likely playing as turtling because they suck at it, (if you don't count the godlike ISU before) but I don't care.
