COH3: make all units buildable

I can't make all units buildable in COH3. I removed all requirements in SQUAD_REQUIRMENTS_EXT and added all units to their buildings in spawner_ext but it doesn't work. There must be something I'm missing thats is added in COH3 that I don't know of.
