Upgrading the 221 Scout Car with [FuG 12 Radio Set] is supposed to transform the 221 Scout Car into a 223 Command Car. The ui text for name and description do change, but the portrait does not. Even though the portrait icons for both summer and winter exist, they cannot be used.
