K i can now build buildings on the map but there's two problems:
First: Bots didnt build buildings on the territory
Second: I cant build penal battalions. And when i take Some doctrine with Shock Troops, i can build them on T1 for 360 MP. T2 - Pak 44 - No Zis. T3- can build Zis, IS-2. T4 - no kathiusa.
How to repair this?

Make sure you can build buildings as each player position on the map. If so, make sure you meet all the basic requirements for objectives. If you are still having problems, then it's out of my limited knowledge, but you'll get help soon.
