I think following changes would be helpful:
Ostheer:
- Grendadier 5 man upgrade at tier 3 phase without specific doctrine. Also should not conflict with lmg-42.
Example, mortar shell hits 7 man conscript at end game -> no worries. Hits 4 men grenadier -> Retreat.
UKF:
- Faster gun tracking/rotation for firefly. It's fine at long range but at close to medium range a p4 and
p5 has the advantage especially with blitzkrieg.
OKW:
- Destroying Schewer should not re-require upgrading flak. Destroyed t1 should not re-require upgrading to retreat point.
- Flaktrack should have AA mode to force it target aircraft.
- Increase fallschirmjäger cooldown time and reinforce cost to penalize abuse.
- 221 should be a utility unit. Riegel at vet 1 but decrease close accuracy that causes it to flank an MG forcing it to retreat or die instantly.

The vet 3 damage reduction for Grens did well at reducing the potency of explosive weapons against them, it saved a lot of Gren squads for me.
I don't think they need a 5th men, just a bit lower reinforcement cost with T4 tech, cause they get outbled by pretty much all infantry lategame unless you move them in a big ol' blob and your opponent doesn't.
