As far as I could tell there was nothing imba about this. What I saw was pop being a dummy and running is new flak HT into soviet base versus a guards doctrine.
If you're referring to the flame car versus OKW in general, pop did fine at battling it (slight defeat when he traded a sturmpioneer for a car). Yes cars are a strong early strategy but its far from unbeatable. He lost because he did a manpower heavy 3 sturmpiooneer build in the open crossing the woods map (little true sight to utilize) and suicided his flak HT without proper AT to fall back on.

There is generally a balance problem between OKW and sovs.
