Well first of all that 221 was barely supported at all, if the Sturmpioneers were supporting it they would have charged and the Brit would have to decide to split their fire or focus down one unit to the detriment of the engagement. The Volks aren't exactly supporting it either since they show up when it's already basically dead. I'm also fairly certain that the Tommies are still getting the green cover protection from where the 221 is shooting, so it's a really, really bad engagement overall.

He had no fuel income + AEC would have hit at 4.5mins + 221 is 15 fuel so it's a 7min Puma with this fuel control that would have done nothing.
All I'm seeing here is he got outplayed, nothing faction-specific other than he doesn't know how to deal with Sections. I have no trouble eating Brits for breakfast early game as OKW.
So you made a really bad call charging with no support into two Sections and an upgunned Bren carrier and suddenly the strategy doesn't work? Try building a second one.
How does a Bren Carrier beat a 221 though? You always have the advantage of forcing the engagement - you have a turret, they don't. Be creative. It's hardly a waste of a doctrine pick either - the Sturmtiger is great, you get artillery and accuracy from Panzer Commander and HEAT rounds are the cherry on top.
