Because in CoH2 there was heavy tank meta, which skillplanes countered and tonk lovers didn't liked it. With how economy is in CoH3 it is not as crippling to lose vehicle or a tank to it given how expensive ability is. Plus, AA is easily accessible to everyone and effective and alternative would be cheaper, spammable planes, because these kind planes, for better or worse, are staple of coh series since 1st one with its hershel nightmare. Even had mulitple sources of AA and it still couldn't save them Dropping smoke and sitting in it could possibly be a way to get around it if you smoke up when flares come and not after planes got target. DAK can pump LVs very fast, that early game is when that RE spam hurts, if you're late enough to have ATGs on field, you're late enough to counter them as well. Things that should cost fuel (Halftracks, Tank Call-Ins, sidetech for PGs) don't cost fuel. But then they have the ultra lategame tech behind a 150 fuel special tech. That is all somewhat confusing. Halftrucks have wet paper mesh armor unless you invest heavily in upgrades, dingo murderfucks 250. Battlegroups cost fuel in multiplayer. Upgrades are all MP heavy as faction is MP heavy and has twice the amount of upgrades as other factions. I really do not see what got you confused here unless you played DAK just once.
