If i merge conscripts into Vet 3 penals (they get +30% armor) do my the conscript models I merged get the bonus? Maybie its the other way around and the conscripts i merge into squad keep their veterancy?

It is true, go T1. And since he went so heavy into granadiers its unlikely he will get Pgrens as that will starve him of MP and while your T1 unit will continue to counter his grens into late game.

My build order 3 cons => molitov => T1 => sniper => penals and M5 as needed

In my experience it's gun damage to German T3 is negligible and useless vs infantry.
Quite good vs light vehicles, will definitely keep them off your back, but can't chase and kill them like T-70.

The barrage ability is fine as it is... really inaccurate, longish cooldown but still useful also free and on cheap unit so no complains there.

So in conclusion, to me this multipurpose tank lacks purposes other than barrage, and light vehicles counter. And I don't value counter to light vechicles much as I am usually good at dealing with them anyhow.

Regardless I am a fanboy of unused units and one thing I learned while using it is to drive at an infantry unit full speed while having barrage ability selected, then just before the minimum range circle reaches infantry activate it. The tank will not suddenly stop and fire but will slow down over distance first, thus letting you fire the barrage closer than your minimum range. And the closer you are to your target the more accurate it is Of course do this only when you know you wont get fousted and killed.

Oh also, upgunned scout car circle strafing SU 76 can kill it quite easy... If i remember correctly.

also do not play 4v4 and don't take 3v3 seriously, the game is just not balanced for it. And I think it would be very difficult to achieve balance for both small and big teams.

The ability does need work, I play snipers very often and I always consider using this ability but decide it's just not worth it.

I'd like to see it get it price slashed, if it becomes just too good reduce the time or the are of effect on it but don't increase the price. As a touchstone think if this.... you can get a mine for 30 munitions... mines WTF!
