And what we will do with penals? If we removed them, SU lost alternative infantry unit. OST have Pgrens, OKW have obers, USF have officers and UKF have engeeners with options to buy weapon and get upgrade from anvil.
I said it before, that penals must reverted into narrow specialists squad. As example:
1. Tank hunters - 3 PTRS and mosins and ability similar to brit sniper. IMHO i prefer this squad as analogue of light AT gun with cone of fire. It looks more realistic, as ptrs never used to shoot from hands.
2. Breakthrough squad - ppshs and satchels.
Conscripts will be all the same penals only stretched in time, they will receive six SVT-40. With six SVT-40 recruits will be an excellent unit, and there will be no complaints that six SVT-40 penalty points are OP at the start of the game.
We already have an assault unit - shock troops, explosives can be moved with it.
Conscripts have mostly mosins and hopefully by default upgrade option SVT. It would better for the engineer to have PPSH similar to the style Wehr Pios have with close range DPS or focus.
The fact Brits engineers can become more powerful seems clearly unfair. I think every other faction deserves more out of their default engineer/pio units.

STG-44 produced 445,000 pieces, give the STG to each infantry unit
PPSh-41 produced 6 000 000 pieces
PPS-43 produced 2 000 000 pieces
SVT-40 produced over 1,700,000 pieces

Maybe AVT-40 as an option for engineers, this is all the same SVT-40 but automatic fire will work as an ability for about 10-15 seconds.

I think this is a good option. OKW engineers have four STG-44, British get 5 people but can buy any weapon. Wehrmacht engineer can get the 5th person with STG-44 as a sergeant. Soviet? Maybe 5 people and 2-3 PPSh-41 or SVT-40. Since there is no possibility of adding new models, I have no other options. PPS-43 would be appropriate for the Soviets.

PPS-43 for Soviet paratroopers and engineers, weapons that would be intermediate characteristics between PPSh-41 and STG-44. As an option, give Soviet engineers two captured STG-44.

four PPSh-41, three with a flamethrower. I would suggest the same PPS-43 between the PPSh-41 and STG-44 for engineers and paratroopers, but we cannot have new models.

I completely agree. Remove the Penals: they are superfluous as the second main unit at the start as engineers on the steroids and now that simply overlap the conscripts. Conscripts to get SVT-40 and Soviet infantry units will finally have order.

are there some sources about the armament of penal battalions? i once read that some of them were higher officers and political criminals while being experienced soldiers. Thats why some of them got modern weapons. but i forgot my source.

There were three variants of penal divisions in the USSR:
- Separate penal company - military and junior command and commanding (sergeant) personnel of all branches of the forces were sent there, convicted of military or general criminal offenses. They numbered 150-200 people.
- Separate penal battalion - there were sent the servicemen of the average commanding and commanding (officer) staff of all the branches of the forces, convicted of military or common crimes. They numbered 800 people.
- Separate assault rifle battalions - Appeared in 1943. They were formed from private soldiers and officers who were for a long time in the territory occupied by the enemy, in captivity, encirclement, and thus potentially suspected of possible cooperation with the enemy.
