I can accept the fact that paratroopers need to be dropped from the air because you can't do that everywhere (a lot of blocking objects, but we've got cool unit, that's patchfinders to making its easier). Completely removing this ability wouldn't be bad but there is other way to go - infiltration in enemy territory could be more expensive, for instance 50% more manpower and 25% more for neutral territory.
