If I apply my second bulletin then it reduces the cost from 85 to 81. I can post a screenshot if you like. It does stack and so does the info page say. "Stackability: All bulletins stack unless otherwise specified." Means that if a bulletin doesn't stack it's highlighted with a purple border and the stackability percentage is displayed. In: News

Try unpacking your compressed mod package to another directory and build it there. Based on the screenshot above your mod folder is messed up, as it has 2 cache folders.
