Like Ost Mechanized Group 251/1+ GD or PG,Soviet Assault Guards,USF Support Paratroopers,they are all basis unit bundle with a special commander unit,although they were strong but bundle also a big limit because most time some unit you only need one of them ,or you need one of them but you don't have enough resources
So maybe can unlock build the special one in T0 when have enough CP,like USF Support Paratrooper,when you have 3CP,you can build Support Paratrooper in T0,or air drop them with light howitzer immediately,I think this change will make some Commander have more flexible tactical |

Now Mobilize reserves is interesting and very useful upgrade for Soviet ,but this upgrade little stiff,and conflict with some commander ability like PPSH or PTRS upgrade,so maybe break it up can make it more flexible

Why would you lock the flamer upgrade behind a doctrine? If anything, this is the most attractive part of the unit and it synergizes perfectly with the flak ht which provides suppression allowing the flames to burn more effectively.
Emmm……normally,Ost build 251 need 10+40+20+30-20 (80)fuel,for OKW,it need 15+25+30-10 (60)fuel……no limit for Flamethrower 251 will too OP……and I also want same unit will different for Ost and OKW |
