It'd achieve the same purpose as downscaling to 5 men in regards to survivability to direct fire, while keeping high survivability (due to 6 models) to indirect fire. Merge would be less effective too. Or an Osttruppen-like MG upgrade (1x DP-28) for Cons once T3 or T4 has been built. The higher the target size of crews the more effective merge becomes since "merged" entities would be significantly tougher. Imo one could start by lowering the number of entities of re-crewed weapon to 4 since captured weapon become very strong. In: COH2 Balance

Which is why the non-soviet forces struggle heavily in certain areas. Rocket artillery do counter blobs and support weapons. The only rocket artillery I would use against howitzers would be calliope unless my opponent built his arty in middle of map. The rest would simply die with one shot even if the achieve to fire against the enemy howitzer. In: COH2 Balance

This also affects their ability to hard counter blobs. Rocket artillery is not designed to be a counter to howitzer. That is part of the reason the have much sorter range. In: COH2 Balance

A simple munitions upgrade that can only be done in friendly territory and boosts health/armour would help them stay relevant. Partisan have 80 health as other entities. Since the have cloak and elite an grenade they are not be used a "front-line" unit but as an ambush/recon/support unit especially since they also have access to mines. Finally keep in mind that Partisans are one of the few unit that does not pay a premium for being able to spawn from ambient buildings, any buff they might receive would have to come with an increase in their price. Since you seem to have missed my point let me explain once more. Each faction has its own design and its own weakness and strengths. Looking at one factions strength and claiming that another faction should get the exact same strengths simply does not work. This was proven with the USF mortar (and Penals) on release when it become apparent that cloning a unit and moving to another faction can result to broken unit. In: COH2 Balance

Just a small reminder the LEFH is not only very precise and shoots various salvos, it can also shoot IN your base, while the ML20 although inaccuraten CANNOT SHOOT in the enemy's base... but the ML20 and B4 are op so they needed a nerf. It has been like this since the day this game came out, axis artillery could always shoot directly into the base, sometimes wiping out all the untis that just retreated, but allies...allied artillery could not. But the game is totally not unbalanced towards axis dominance... Your are plainly and simply wrong. Load the cheat mod and test the units. In: COH2 Balance
