Im fine with any way to balance Spec Ops doctrine. Im sick and tired of the Command Panther meta. The flares are broken too in teamgames.
The fact that these ideas are pretty solid too is just the ice on the cake.
It's also funny how OP claimed that the changes made Encirclement weaker. The flame nade got additional dmg vs caches and they have higher (de-)capture-rate. The only thing I agree on is the schreck upgrade. That one is so trash they might as well remove it
