It is indeed intended, it was like this while the mod was out before, and not on Steam. And yes, native VO is used for both of its new factions. You'll get the hang of it after a bit, though the aide-de-camp's responses to things still tends to confuse me.
I've been paying attention to TW at the time and I can say they've said it's not that, I'm afraid. They're working on Total Warhammer 2, some sort of campaign DLC for Rome II or Attila, a smaller currently-only-this-is-known standalone game a la Fall of the Samurai, and a big historical game that's not Medieval 3 but a historical period they have never done before.
G43s also have a 0.5 cooldown on the move. Not the most important note for these semi-autos as their cooldowns aren't that high to begin with as most of their delay is in aim-time. Penals don't have the aim-time penalties, but have 0.5 accuracy on the move instead.

There was an interview with the guys behind the game. Long story short, they praised coh series and wanted to implement a lot of the game play ideas to Iron-Harvest.
They shoot even faster while moving, which is also unique.
Actually, I think G43s have that too. Technically, just about every handheld automatic weapon also has a faster cooldown from moving, but they'll also have a shorter burst duration and lower accuracy at the same time anyway.
...Machinegun automatic reloading is probably not a good idea. If automatic reloading triggers while you are not setup, it will be scheduled for next time you setup. That's probably the last thing you want your MG to do.
However, what would really help CQC units is a hold-fire button. Clip size is calculated in bursts. Firing a single bullet at max range expends the same amount of ammo as firing a full burst at hug-range. For elite units it might be better to simply give them unconditional access to hold fire. They're elite after all!

I certainly also agree with this. I always feel bad watching my SMG troops definitely wasting their bullets firing at max-range while running up to stuff.
