Just remeber that ostwind is used by a faction with 4 men squads. To make it really even it should deal more damage than vehicles shooting at 5,6, or 7 men squads. IMO its damage is less punishing to smaller ostheer squads than say damage dealt by shermans and cheap t34/76 or even t70 to ostheer 4 men squads.
