There is a text in changelog, which tells us, that accuracy-buffing aura has been removed, but bulletin still functioning.

Just checked this in cheat commands mod, there is no mark on top of nearby units, which meant that unit is affected by officer.
Is mark simply been removed or is bulletin bugged then?

Most likely bugged. There are countless bulletins who have been nullified through past patch changes
