Any reasons for the secrecy?

There is no secrecy whatsoever.
All stats are available through the CoH2 modding tools. They are quite simple to access after you understand the basics of using the mod tools.
Janne's Guide is still up-to-date on this.

There is the modding tools, but whenever there's been unofficial sites that are up to date those have always been easier to use.
And with how many changes this game has it seems like there really should be something official available on the internet

I don't think they're trying to keep anything secret as much as it just isn't worthwhile to them to compile all the data.
The game is six years old and probably sells few new copies. I think we're fortunate that they're still working with the community and providing patches. Most other games this old are long dead.

If you get the veteran mod you replace the descriptions like “more accurate” with “40% accuracy -25%weapon cooldown” in game

I couldn't find this in the store. Does it have another name or is it the mod that is talked about in this:

This one is more updated. Strafniki is still working on updating the mod for the most recent patch sept 2019, but other than that it is up to date. Yes it works in automatch and online.
