There's a option to retreat a unit to free up manpower but that feature isn't in the multiplayer and skirmish.
Why?
Can it be implemented?
I don't see any reason why you can't retreat a unit from your base instead of having to either blow your own unit up or feed the xp.
Is there a place to make a suggestion to the devs?

Good question, I was wondering this too.
Change the title tho, it's too generic, should be more like remove squads from map or something like that.

You can! In mods, or in the campaign. I think a US commander had that ability, too.
If you mean in competitive ranked pvp, then I agree with you. They ought to add Klingon Battlecruisers
and M1A2 Abrams tanks and A-10 Warthog 30mm auto-cannon planes with hellfire missiles.

Edit : They now can - FINALLY ! - but don't get any refund for them being deconstructed.
People complain the Soviets are useless.
Well, they are useless if you fight your units 1vs1. But they are all about Synergy.
What do I care if you have a Panther? Once you are crippled from running over a mine
I wait until you repair it with your 3x SturmPioneers and tell my 3x Mortars to fire at it.

If I recall it does give back 100 mp in the final patch version
