So, since I'm not really very familiar with how ladder decays work I would like to ask you following question:
What does ladder decay mean exactly? Will it involve ELO rating sweep or just reset of ladder stats?

I am pretty sure it means your ELO will sink over time, which means you're going to drop in the ladder ranks, but your win-loss stats are unaffected.
