Hello comrade,
I want to know some info, I hope you guys will help me.

Alright there's a bulletin that state "Submachine guns cool down 5% between shots"
I want to know what does that "cool down" means? what effect someone get if his guns cool down? Is it like faster rate of fire? or what ?

There's another Intel Bulletin that is Rifles reload 2% faster. we know if rifles reload faster then we can get more fire power. but what does that cool down do?
