Can't reinforce sometime when walk back?

So I had run into this bug a few times when I walk back my unit toward a HQ the reinforce icon doesn't show up, only when I retreated all the squad can they be reinforce. Does anyone else had this bug?

Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.

Do you mean forward HQ? (If your forward HQ it in a cut-off territory you can't reinforce until you reconnect it)

^That too since last patch I believe.

units will not reinforce if they are given garrison order (order them to enter house, etc)

Yeah it's the forward HQ that I walk-back to (only encountered this problem as OKW so far)
Not sure if it in disconnected territory or not, could be but I doubt it.
No I'm not giving garrison order, just movement order.
Pop cap 40 only it's happen usually in the early game.
