idk, i dont remember it needed battle teching however i teched always t3 before using pak43. But now it needs t4 teching. ( dont need the building)
no it doesn't need t4 teching, nothing has changed about the pak 43

Permanently Bannedno, it need t4 teching. Test it. Play in high ressources at choose pak43 at 1 CP. It will say need CP+ battle phase 3.

yeah, battle phase 2 used to be called battle phase 3, the tooltip just needs to be updated. This is a tooltip bug, I just logged it.
