even while in very close range of a unit, while you use the ability, then get suppressed, it cancels the ability all together and the cooldown starts. not sure if it uses muni or not.
i mean even ifs its close close, so the range reduction wouldnt matter at all...

I'm sure I had same thing with Cons' AT nade.
Got cooldown while there was no nade at all. Didn't noticed if I payed its cost, though.
