How can you even play with this? Against any decent player you can't beat IS + UC with OKW starting units. Have to focus fire on UC with at least 2 squads to push it away but but then infantry sections murder OKW troops. You can try to cap around but they just lock down cut off = GG. They can get UC and AEC before I can barely get one panzerschrek let alone puma.

Terrible vs UC since it has such small target size. I've even had panzerschreks miss like 3 or 4 times in a row. They can just rush it with infantry sections anyway since they are so powerful vs volks and sturms except up close sturms but they can just focus fire kill sturms before they even get close.

So? Even if it does not hit, it's not like the UC is going to be able to stay in the engagement if there is a raketenwerfer there. The UC also can't circle strafe a rakettenwerfer like a m3 with flamers can, so it has to fall back.
The rakettenwerfer counter the UC. Just because unit X does not instakill unit Y 100% of the time does not mean unit X is worthless against unit Y.

It can maybe stop it going from one point of map but raketen is too slow so he can easily just drive UC elsewhere on the map where your troops are and since you invest in 270MP in raketen you have less troops he can just easily push off troops with UC. UC can only be repaired with vet1 ability until sappers, which means that any damage you do is pretty scary. This isn't as big of a deal as it used to be when the UC has a fuel cost, but still pretty big.
Use the raketen to zone out his fuel point area and push with your infantry. You can also put down some early mines to catch him out.
