Allow Soviets to build one t34/85 for slightly more than half of the current cost of two.This will be a soft counter to the P4 that will require more micro than the SU-85, but also provide more utility around the map.
Most importantly, it will create a little bit of variety to the typical mid-late game tank battles. So any other balancing required for this to happen is fine with me.
