Each tank gun has penetration values for "far", "mid" and "near". However, I´m unable to find the range on which those penetration values apply - or atleast I can't interpret them properly since range values are set at -1 for many tanks (IS-2).
Other tanks have proper range values, except that "near" is always set to 0 which raises the question if the "near" penetration is practically non-existant.

IS-2 might have no falloff. i remember when they first implemented decreasing pen they had a couple of different profiles in mind. i know there was a "standard" profile, a "high velocity" profile (the V has that) that had lower drop off, and i think there was an HE profile only used on the IS-2, ISU-152, and maybe the brummbar.

-1 means to use the 'default', which means:
Near = Min
Mid = halfway between Near and Far
Far = Max
So in the case of the IS-2's main gun, the Near is 0, the Mid is 20, and the Far is 40.
So at 0 range the penetration is 250, at 20 range it's 220, and at 40 range it's 190.

Penetration is linearly connected with distance same away accuracy is. (as far as I know)

It means at 19 penetration is 218.
Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.
