Where can i earn those "reward skins and bulletins" ?
Also,is there any way to raise my chance for getting skins and bulletins ?

Rewards are earned through the Ardennes campaign.
You can increase chance by playing a faction you want things to drop for (not a 100% though)
From my experience the chance of something dropping is directly tied to the number you already have. You have a better chance of getting something you have. This is likely a hold over from the early plans for Warspoils when they were planned to wear down to prevent players from hoarding rare items and never using them.

I had enemies playing Axis,who are dropping lot's of Brittish bulletins,and i was playing as a brit...This War Spoil system is broken i think 
I mean,bulletins are very rare we can't buy them...
Commanders are worse,but i understand that because they can earn from buying commanders...
