For quite a bit now I"ve had no ability to load commanders (or bulletins) into theatre of war games, weather I click the recommended load out or not. The commanders will display in the lobby without any issues, however on launching every slot will be blank.
I don't have over 1000 bulletin or the like, and it's been going on for a bit. I've tried removing mods without any success.
Anyone happen to know how to address this?

so you are using commanders that are appropriate for the TOW era?

Yep - Using the recommended load out button will load them in Victory of Stalingrad, however not in the southern fronts (1943). Bulletins are also removed upon loading for southern fronts.
With a little more testing it - Case blue also works with rotating commanders.
