Is there are way to preview a custom skin outside of the game? Is there a tool I am just missing that can do this functionality to create the preview images for skin packs?

No, not really. The game is the best viewer since what you see is exactly what the players will see. The only trick is to use a cheat mod (This is the best one) that allows you to spawn any vehicle on demand. So you are using the game but don't have to spend time playing to the point of being able to build vehicles.
