Where Is World Builder Pop Cap?

Hello can anyone tell me where the pop cap adjustment is in world builder? Where are the in game abilities such as instant veterancy (with fuel) and invulnerability? Is it possible to give buildings infinite health?

You can not do anything like this in wb.All abilities are add it either by using code in _ID.scar or .scar file either by creating mod by using mod tools.
