Funnily enough, The game isnt as taxing on the CPU or GPU as one might think. The problem lies elsewhere, as I monitor everything on my components during gameplay I see that the game only utilizies 40-50% of the CPU and GPU even while late game there is about 30-40 FPS. If the resource lock of only using a certain amount of PC resources is lifted this game can easily be played at 60 FPS.

I notice this too. I'm playing COH2 since beta and there was almost perfect performance on my PC (i5-2500k, 8gb ram, HD6970 (unlocked 6950) on near high settings (1080p, high textures and physics, vsync off = 40-60 fps in intense fights).
Right now i'm suffering really low performance - 20-25fps in the middle of 4vs4 match on fresh Windows 10 system, medium graphics settings on same PC rig.
Is there any dependency "more content-less performance", lol?
