Same as before, any with elite infantry, then just choose if you want to use stock armor, doctrinal medium or heavy.
Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.

Lots of things viable now, I personally still like Shock Rifle, Guard Motor, and an ISU commander of your choice. However, dont disregard Howies, especially against OKW.

my top 3 soviet commanders:
mechanized support
shock rifle
guard rifle combined
the 1st 2 would not require t4 to be built - so i could go t2 - t3 then call in (now that t3 is actually viable)
or
3rd commander
t2-t3-howitzer
