I have a hunch that the reason the Soviet Sandbags have more HP is because it's one big block of cover that will disappear when destroyed. Whereas other sandbags are segments that must be destroyed separately and the cover would last longer in that way. So in other words, Soviet Sandbags are now completely inferior to USF and OKW sandbags.

Seriously, making them take longer to build, on top of the construction penalty would have been enough. But then again, making the Soviet Sandbags have enough HP to equal three sets of normal sandbags might be a good middle ground.
