Update costs/cp requirements in guides

Hell, I'll even do it myself if given access. But the cp requirements for the Eastern front commanders are still in the scale that they were ages ago. Also, a lot of tech cost changes have been made/will be made, it would be nice for coh2s best fan site to have updated info.

I'd edit them myself as well if I had the permissions.
