USF Pack Howitzer Vet1 HEAT Ability Bug

The Vet1 HEAT shells for USF Pack Howitzer don't always fire, it will just fire a normal barrage instead. I couldn't see this on Trello anywhere, could it be added?

The pack howitzer unlocks HEAT shells at vet 2. Vet 1 gives you White Phosphorus barrage I believe.

And the HEAT shells now only activate on the barrage, because relic was too lazy to fix the veterancy/recrew bug out issues. Enjoy your needless nerf.
