There are specific bulletins for E8s and Panther command tank, so no this bulletin does not apply.

I tried looking at it inside the attribute editor but I can't actually figure out either. The intel bulletin entries don't have requirements or whatever to say what they apply to, and the upgrade entries used for the bulletins only have a "deprecated_unit_class_type" entry to imply what they apply to, except that apparently should be deprecated and not actually do anything so they are irrelevant.

depends on what unit class the affect from what i've seen cruzz post. i'm not really sure what to make of vuther's post; maybe they're bugged?
