I'm not sure about this
The really heavy stuff is good, but also has the "Garden it's a King Tiger/Jagdtiger/Elefant kill it quick"
There's also the fact that stuff is expensive and comes late
This faction also doesn't look to me that it can go infantry into King Tiger like OKW can
The various KV series will lack durability here and I think the Assault Guns and Tank Destroyers will lack versatility (and if we really need to kill stuff we have the B4)
So I will say that this is a straight fight between the IS2 and Tiger
