Replay Viewer App?

Not sure if this has been covered before, and not sure if this is the right spot for this, (too lazy to check right now) but has anyone ever thought of an idea like this? Maybe an app people can download on smart phones or tablets where live games can be watched and replays uploaded to? Perhaps something like this already exists but I think that would be kind of cool. I say this as I am on a 12 hour drive right now (passenger) and have an absolute hankering to watch some coh2 replays. I have watched most good replays on youtube, and twitch doesn't work well on my phone when I don't have Wifi. I don't have too many other ideas about the app but I think the live games list also a list of user uploaded replays would be awesome to juust pull up in an app on the go. Any thoughts?
