5 out of 6 and in fact it does not matter which you go, because you still have everything you need is tiers.
Commanders are something extra for OKW.
5 useful out of how many for Soviets?
And it's really, really important to chose right because if you won't you are done.
For example, how many doctrines with Tiger Ost has? How many of them are useful?
And now let's look at IS2...

So OKW have about 85% of useful commanders while soviets have about 15% and you keep bitching its still too much.
Cool.
Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.

Guard Motor, both ISU, Shock Rifle (4) are the topnotch due to tank call ins. But then we have situational commander such as:
-Counter attack
-Shock Army
-Terror
-Advance Warfare
Then we have the not totally useless such as
-Lend lease
-Guard Rifle
-Armored Assault
And i'm not sure how to qualify Urban defense or SI (some maps, some strats, some modes may work)

I think any changes to the B4 would make the whole commander to be useless. The whole point of the B4 is to take on OKW's heavy monsters.
