Id rather have penals be the throwaway infantry and conscripts be the base just for realism. Seems silly that a penal battalion becomes the "main" infantry of the USSR.
Penal Squad should be reworked into some sort of assault squadron. I don't want the changed into a long-range unit like others have suggested. Their current kit matches close-range identity more than long-range.
Penal Battalions were often used as Assault troops due to the high casualties that such units were expected to take. So the logic is that the Penals (armed with SVT's and satchels) are supposed to be 'suicide' units that attack the enemy defences head-on. In practice however the low suppression resistance and high-cost discourages such use.
I agree that they shoudn't be long-range units though, that doesn't fit the weapon they use.

honestly, i dont care what they are called but they are in a perfect position for soviets as standard trained infantry. soviets has enough assault troops, conscripts/penals/shocks. what they really need are infantry that can take fire and dish out enough at range to deter infantry rushes.
the only one that fits are guards and guards being guards are currently doctrinal, too expensive and too squishy against all that incoming fire that german infantry are so capable of spewing.

Volks feel like shittier anti infantry when compared to Cons. All they got for is the Schreck and ridiculous Vet 5 durability. Cons have more dps and way more utility.
