So both screenshots are from the russian version of the game

It wouldn't surprise me if they were bugged and unlockable in the US version. I've been going full nerd on the game since WFA launched and I haven't seen the new ostheer or soviet commanders.

Long story short:

Extremely low chance at something useful every 3 hours of playing on average with slightly more chance to get something for army you play currently.

Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.

Corsix SGA extractor. You extract the compressed SGA files and you can see the individual components, just like Cocaine's original screen shot.

It's a pretty advanced tool.

Ostheer commanders are likely experimental ones from an alpha or beta a while ago but never got released (just like the not one step back commander). Relic tests out a bunch of new stuff privately. I wouldn't speculate on any new commander unless they announce them since like not one step back, it might take over a year to actually be implemented in the game (or it might not be implemented at all).
