As the name doesn't suggest, you can use GCFScape to browse and extract content from all CoH and CoH2 archive (.sga) files (versions 4 through 7).

you can also use Corsix's SGA Extractor, which is more specialised in doing that

Extremely useful tool. There must be some similarities with the archive formats as .sga is not listed in the supported formants list.
