Pz. IVs, while useful against regular Shermans and T34/76s, are dead weight against the E8/85 and even more so against IS-2s. They just wont penetrate the latter and will go down to it in 3(?) shots. You will just end up running away from it and repairing, and come endgame, it will take up popcap better used otherwise. Still, In 1v1 I'd say they are almost universally useful since they offer decent, mobile AI/AT, and can really punish a player who foregoes tech in favour of call-ins. In 2v2 its highly situational. If you suspect heavy armour play coming your way, don't build them. Paks and Tigers are a better bet.
