Now this probably shouldn't bother me...but it does.
My mortars have no whistle. The SFX slide in settings is at maximum so I'm afraid my technical knowledge ends there when it comes to troubleshooting.
If anybody has any ideas why my whistle is lacking I would be grateful if you would share.

Tried verifying files in Steam?
Right click the game > properties > local files tab > verify integrity of game cache

I think there is no whistle on low sound setting, I didn't have it too, until I set settings to high.
