Because they are engaging nothing, its called propaganda, its to show "brave soldiers that always succeed".

well if you look at modern combat footage you also never see the targets. Its always hard to get targets on film when they are far off and hiding from being shot. PLus most times the person shooting isnt shooting at a target but in a possible target location
