Why the AI Enemys dont use her Special Attacks ?

Hey Guys,

why are my enemys does not use his Special attacks like bombing attack,granades etc.
I playd my map 2times (each 2houres) and every time they done us anything like this.

Has this something to do with the optins in the .info,.option maybe ?
Can somewone help me pls !?
