What makes the UKF sniper stun vehicles? (No ability)

Randomly, or seemingly randomly, the UKF sniper will stun a tank for a second with regular fire, what is the reason trigger for this? I thought it was a deflect at first but after some testing it just seems to be completely random.

On deflection there is a 25% chance to apply the slow critical for two seconds if the target is a vehicle. The modifiers are -30% movement speed & -40% rotation speed.

That's the sort of ridiculous complication best left out of coh3
